What I had in 4.34 was that I couldn't take off due to lots of landing traffic. I had such a long delay (waiting for other AC to land) that tower called me to abort (which my wingman did, I didn't).

It's not the same case. Only the strike flight can't take off. it's seem to be a default in TE.
